Before joining CC&H, Mr. Davis served as Senior Policy Adviser for Congressman Dan Lipinski (D-Illinois-3rd), the senior Illinois member on the House Transportation & Infrastructure (T&I) Committee. Mr. Davis was the primary staffer assigned to advise Congressman Lipinski on all issues within the jurisdiction of the T&I Committee, including rail, aviation, highways, transit, and water resources, as well as local issues pertaining to transit, commuter rail, airport development, and the CREATE Program. During his tenure, Mr. Davis assisted Congressman Lipinski with his efforts on the five-year, $305 billion Fixing America’s Surface Transportation (FAST Act) as a T&I Member and Conference Committee manager, helping to pass the first long-term surface transportation bill in nearly a decade, as well as the first Amtrak reauthorization since 2008. Mr. Davis was also responsible for supporting the Congressman’s priorities for the Energy & Water, Transportation, Housing and Urban Development, and Homeland Security appropriations bills. Additionally, Mr. Davis has substantial experience supporting water resources projects and water related issues by helping to secure funding for local projects and to reform the Inland Waterway Trust Fund and ensure its solvency with increased user fees.

Prior to serving on the Congressman’s staff, Mr. Davis worked as a Research Associate at a Midwest lobbying firm with health and transportation clients and previously served as a law clerk at the National Transportation Safety Board.

Mr. Davis graduated summa cum laude from Union College and earned his juris doctor from Georgetown University Law Center with magna cum laude and Order of the Coif honors.
