Richard Sherman

Richard Sherman has been with CC&H and its affiliated companies since 1999. He is a Senior Associate and his areas of expertise include transportation sector and not-for-profit sector government relations, project management and railway and transport business, market, policy and institutional analyses. He has several years of experience preparing loan and grant applications for federal assistance for infrastructure projects including the US DOT’s National Infrastructure Investments grant program (TIGER) and the Railway Rehabilitation and Improvement Finance (RRIF) loan program. He has provided regulatory and contract compliance support to railroad and rail supply sector clients, including for U.S. DOT’s Buy America program as well as federal and industry rolling stock materials performance standards.

He has performed several scoping and due diligence projects for US government financed international trade promotion activities in the railway sector. He has worked as a team member on several overseas projects involving organizational and financial restructuring of major railway and natural resource enterprises, financed variously by national governments, private companies and multilateral lending institutions such as the World Bank and the European Bank for Reconstruction and Development.

Mr. Sherman has been a key team member in several market assessment projects for transportation industry supply sector clients. He has performed policy research, analysis and writing in areas ranging from federal funding to safety regulation to labor issues.

As a member of the U.S. Army Reserve he led a tactical psychological operations team in Baghdad, Iraq in 2006-2007.

Mr. Sherman holds a B.A. in International Affairs from the George Washington University and received CAPM certification from the Project Management Institute in 2009. He is presently enrolled at the American University (AU) Graduate School of Public Affairs, pursuing a master’s degree in public policy. In 2016 he received a graduate certificate from AU in Public Financial Management. Mr. Sherman speaks Spanish at a basic professional level.
